Framework Agreement Description

The Legal Services Framework provides a compliant route to access various legal services. Divided into 11 lots, this legal services framework includes advice about NHS governance and public law, primary care services, employment law, contract and commercial law, and property law, plus it can also provide multi-disciplinary project support. We have ensured that current best practice is incorporated into the terms and conditions of this framework agreement.

What are the benefits of using the framework?
• INCREASED PROCUREMENT EFFICIENCY
Using this framework agreement decreases the time and costs associated with a full competitive procurement, with NHS Trusts having the ability to call-off urgent requirements quickly if required.
• COMPETITIVE TARIFFS
Value for money tariffs are ensured at the time of the initial competition for hourly and blended rates. Volumes discounts are also available based on annual fees and the aggregated annual spend.
• QUALITY OF SERVICE PROVISION
The experience, expertise and quality commitment of suppliers is assessed during the tender evaluation, with performance and Trusts' satisfaction monitored on an ongoing basis.
• ENCOURAGING BEST PRACTICE
NHS SBS has ensured that current best practice is incorporated into the terms and conditions of the framework agreement. Guidance on usage can advise further on best practice, such as ensuring an NHS Trust has a detailed specification of requirement prior to embarking on a mini-competition.
• IMPROVED MANAGEMENT INFORMATION
Project management information can readily be collected from suppliers to monitor overall utilisation of a framework agreement by NHS Trusts, together with the ability to assess overall spend data/information.
